Lead Business Analyst (CHC)

• Medicaid State of Texas Access Reform (STAR) program for low-income children and pregnant women

The Lead Business Analyst works closely with the business and technical teams and is a major contributor to the requirements specification deliverable, writes the business and functional requirements. This person ensures that there is integration between business and technology. The Lead Business Analyst assists the Director of Financial Planning and Analysis with the corporate budgeting, planning and performance analysis. The Lead Business Analyst also works closely with the Financial Leadership Team in ensuring compliance reporting, development of analytical reports, and interactive dashboards. Performs feasibility analysis, scopes projects, and works with the project management team to prioritize deliverables and product functionalities. The Lead Business Analyst understands development processes such as the Software Development Life Cycle (SDLC); and is very analytical with problem-solving and conflict resolution skills to help identify, communicate and resolve issues. Identifies and analyzes non-functional requirements such as system performance, usability, reliability, adaptability, security, legal and other operational aspects.
