Director, BI & Analytics COE

JOB SUMMARY
The Director, BI & Analytics Center of Excellence is a strategic leader within Community Health Choice's Finance and Analytics organization, responsible for advancing medical economics, strengthening regulatory reporting, and leading the enterprise Analytics Center of Excellence (COE). The position develops and executes a comprehensive medical economics framework using claims, utilization, and membership data to identify cost drivers, assess affordability initiatives, and generate actionable insights that support enterprise decision-making and value-based care strategies. It translates complex healthcare and financial data into clear recommendations that improve medical cost performance, utilization management, and long-term financial sustainability. 

In addition, the role oversees standardized regulatory reporting to ensure accuracy, compliance, and audit readiness across all lines of business, while reducing regulatory risk through strong controls and governance. As leader of the Analytics COE, this role sets the enterprise reporting strategy, standardizes data definitions, aligns operational and regulatory reporting across departments, and drives the modernization of reporting assets through scalable dashboards, models, and analytic tools that deliver consistent, reliable insights across the organization.

JOB SPECIFICATIONS AND CORE COMPETENCIES
Lead regulatory reporting support by ensuring data accuracy, consistency, and compliance across all submissions, including managing Health and Human Services Commission (HHSC), Texas Department of Insurance (TDI), Centers for Medicare & Medicaid Services (CMS) and other governing body deliverables to ensure reports are filed timely and accurately; establish validation controls and standardized processes, and proactively identify opportunities for automation to transition reporting toward scalable, self-service solutions and reduce manual dependency over time.
Provide support for medical economics analysis by evaluating cost and utilization trends, interpreting complex healthcare data, and delivering actionable insights to inform strategic decision-making across clinical, operational, and financial areas; partner with stakeholders to support enterprise initiatives, identify opportunities to enhance business processes, improve financial performance, quality outcomes, and overall organizational effectiveness.

Lead and continuously enhance the Reporting & Analytics Center of Excellence (COE) by establishing governance, operating models, and performance tracking, while partnering with business stakeholders to translate enterprise needs into actionable reporting solutions; prioritize and deliver analytics initiatives that drive quality outcomes, regulatory compliance, financial performance, and operational efficiency, and maintain a forward-looking roadmap to advance data standardization, reporting capabilities, and enterprise adoption.

Lead and develop a high-performing BI & Analytics organization by structuring cross-functional teams, coaching talent to translate data into business value, and elevating technical and strategic capabilities to deliver actionable, decision-ready insights across the organization.

Lead the enterprise BI and analytics function by governing report inventory, standardizing KPI definitions, and aligning reporting with data governance to ensure a single source of truth while modernizing analytics platforms, expanding access to trusted data, driving automation, and enabling advanced analytics capabilities that improve decision-making, efficiency, and scalability across CHC.

Drive enterprise adoption of standardized analytics practices by implementing consistent intake, prioritization, documentation, and reporting standards while establishing disciplined operating routines and embedding data-driven decision-making across CHC's analytics teams and business stakeholders. Other duties as assigned.

QUALIFICATIONS: 
Education/Specialized Training/Licensure: Bachelor's degree required in Information Systems, Analytics, Computer Science, Healthcare Administration, Business, or a related field required. 

Master's degree preferred.

Work Experience (Years and Area): 10+ years of analytics, BI, or data leadership experience; Managed Care/Healthcare experience required 

Management Experience (Years and Area): 5 years leading reporting, analytics, or BI teams 

Software Proficiencies: Microsoft Office (Word, Excel, Access, and Outlook); Strong Power BI, SQL Skills, SQL Server, and Power BI; Strong knowledge of Microsoft Azure, SSAS and data warehousing; Experience with modern analytics ecosystems including cloud data platforms and advanced analytics environments. 

Other: Strong understanding of payer operations, including claims, quality measures, utilization management, risk adjustment, care management, provider network, regulatory reporting, member analytics, and population health, with the ability to translate business problems into reporting and analytics requirements. 
Demonstrated success leading, operating, or improving Reporting & Analytics COEs, enterprise reporting functions, BI delivery teams, or analytics operating model transformations. 
Ability to communicate complex analytical concepts to executive and non-technical stakeholders.
