Job Summary

Reporting to the Chief Development Officer, the Director of Development Services is responsible for overseeing the financial health and operational efficiency of the Harris Health Strategic Fund and the Harris County Hospital District Foundation. As a member of the development leadership team, this role requires a seasoned finance and operations professional with a strong background in non-profit financial management, budgeting, compliance and risk, development operations and strategic planning. The Director provides strategic financial and operational leadership, working closely with the Chief Development Officer and Boards of Trustees of the Fund and Foundation.

Typical duties include but are not limited to:
- In collaboration with the Chief Development Officer, leadership of the Fund and the Foundation, and the Communications Director, define long-term and annual fundraising strategies and goals in support of Harris Health's mission
- Effectively collaborate with the Fund and the Foundation to achieve financial results, overseeing budgeting, forecasting, financial planning and reporting processes
- Lead the annual budgeting process, collaborating with Executive Directors of the Fund and the Foundation to develop realistic and comprehensive budgets based on sound financial planning
- Leads gift processing to ensure donor records and data are available for reporting; provides and presents statistical analysis to leadership staff and volunteers in relation to donor information
- Responsible for the review and control of all gift acknowledgments, including receipts, thank you letters and pledge statements, implementing stewardship best practices
- Develops and implements business and financial policies, procedures, and internal controls to ensure the organizations' financial integrity, adhering to nonprofit accounting standards, regulations, and legal requirements
- Creates and maintains system policies and procedures that promote quality donor data and data integrity, including donor information, gift records, and market analysis and research; takes proactive leadership in making system recommendations that promote efficient flow of donor information to appropriate users in support of the Fund's and the Foundation's fundraising efforts
- Monitor and analyze financial performance against budgets, assessing financial and operational risks and proposing strategies to mitigate; provide regular reports (monthly, quarterly, and annually) and variance analysis to the leadership team
- Manage gift processing, tax receipting and oversee the preparation of tax filings, including Form 990s, coordinating and leading the annual audit processes
- Oversee the accounts payable function, ensuring accurate and timely processing of invoices and payments for the Fund and the Foundation
- Prepare accurate and timely financial statements, including income statements, balance sheets, and cash flow statements; present financial reports to the Boards of Trustees and Committees ensuring transparency and effective communication of financial information
- Liaison to Harris Health finance, technology, legal and operations staff to ensure successful fundraising and business operations
- Working closely with key staff across the system to oversee financial aspects of grants and contracts and compliance with grant requirements and reporting
- Implement effective internal controls for the Fund and the Foundation to safeguard the organizations assets
-Manage cash flow to ensure the organization's abilities to meet operational needs
 

Minimum Qualifications 

Degrees:
- Bachelor in Finance, business, nonprofit management or related field.
- Master's (Preferred)

Work Experience:
- Seven (7) Years Work Experience in Financial and program management; strategic planning and implementation, operational efficiency, compliance and risk management.

Management Experience:
- Five (5) Year of Management Experience with overseeing and managing staff, including hiring, training, performance management and professional development.
