Job Summary
The Director of Payroll Services is responsible for leading the vision, strategy, development and execution of Payroll Operations, Payroll Information Systems, and Payroll Analytics aimed to ensure the integrity of system applications and modules. Develops and maintains partnerships across all functional areas and partners to develop and integrate solutions in support of business objectives.
Responsible for insuring technical expertise of Payroll systems and its touchpoints within PeopleSoft HRMS, PeopleSoft FMS, Kronos Workforce Dimensions, Intellinetics, etc. Directs the planning, implementation, administration and evaluation of all payroll and time & labor management programs to ensure alignment with the System's strategic objectives and competitive position in the marketplace.
Works to ensure a controlled environment for both inputs and outputs resulting from PeopleSoft, Kronos time collection, banking partners, third party vendors, and regulatory agencies governing income taxation, involuntary wage withholding, voluntary deductions, student loans, and other general deductions.
Imputes income for employee scholarships, tuition reimbursements, wellness and other gift card distributions.
Partner on deploying solutions for numerous stakeholders including but not limited to Harris Health System Foundation, Benefits, Compensation, HRIS, Compliance, Accounting, Financial Services, and Clinical and Non-clinical operations.
Oversees the customer service, payroll records and regulatory affairs to mitigate compliance risk. Interprets laws and regulations to mitigate organizational risk.
Minimum Qualifications
Degrees:
Bachelor's degree in Accounting, Finance, Business or related area required
Master's Degree in Accounting, Finance, Business or related area preferred
Licenses & Certifications: Certified Payroll Professional (CPP) certification required
Work Experience: Ten (10) years' experience in high volume payroll area required, preferably in the healthcare industry; and experience with electronic time and attendance scheduling system(s) required (Kronos and PeopleSoft mastery required).
Management Experience: Ten (10) years of management/supervisory experience required in a high volume processing area
Communication Skills:
Exceptional Verbal (e.g., Public Speaking); Writing /Correspondence, Writing /Reports
Proficiencies: P.C., MS Word, MS Excel
