Manager Vendor Management

' Medicaid State of Texas Access Reform (STAR) program for low-income children and pregnant women
' Children's Health Insurance Program (CHIP) for the children of low-income parents, which includes CHIP Perinatal benefits for unborn children of pregnant women who do not qualify for Medicaid STAR
' Health Insurance Marketplace Plans that offer individual health coverage that includes preventive care, emergency services, prescription drugs, and hospitalization available to all, regardless of pre-existing conditions.
' Community Health Choice (HMO D-SNP), a Medicare Advantage Dual Special Needs plan for people with both Medicare and Medicaid that combines Medicare Part A and Part B benefits, Medicare Part D prescription drug coverage, and Medicaid benefits with additional health benefits like dental, vision, transportation, and more.

JOB SUMMARY
The Manager, Vendor Management, manage and monitor Vendor performance, operational needs, and ensuring Vendor meets regulatory, federal, state, contractual, operational, and accreditation requirements and service expectations while supporting Community Health Choice's organizational goals. This role will ensure organizational alignment as it oversees staff and partners closely with internal stakeholders to support effective Vendor oversight and collaboration while upholding Community's mission, values, and commitment to the Members and communities served.
JOB SPECIFICATIONS AND CORE COMPETENCIES
Vendor Relationship Management
Manages and monitors day-to-day relationships with assigned Vendors.
Serves as the primary operational point of contact for routine Vendor issues and inquiries
Monitors Vendor service delivery and escalates performance concerns through established channels
Supports Vendor communication to ensure alignment with contractual and operational expectations.
Contract Oversight and Performance Monitoring
Manages and supports contract administration activities in coordination with Procurement, Compliance and Legal.
Manages Vendor onboarding, documentation tracking, and compliance with contract requirements.
Monitors compliance of Key Performance Indicators (KPIs) and Service Level Agreements (SLAs).
Manages Vendor performance by collaborating with Corporate Compliance Department and participating in the Delegation Oversight Committee.
Partners with Community's operational leaders to identify any performance issues and develop a plan(s) for addressing and resolving in a timely fashion, prioritizing issues that have the greatest financial and operational impact.
For issues that are not resolved timely, the Manager will work with their leader to ensure that matters are escalated appropriately within the organization to Compliance and Executive Leadership.
Conducts ongoing financial assessments of vendor performance to evaluate return on investment (ROI) and adherence to service level agreements (SLAs), ensuring vendors deliver contracted value, performance outcomes, and cost effectiveness.
Regulatory, Compliance, and Audit Support
Manages and monitors Vendor regulatory, compliance, and accreditation audits.
Monitors document submission and coordinate responses with Vendors and internal teams.
Monitors Vendor compliance issues and corrective action plans.
Escalates compliance risks or unresolved issues to senior leadership and/or applicable business owners.
Ensures implementation of new regulatory and accreditation requirements from Vendors.
Leadership/Accountability
Manages a team to ensure comprehensive oversight of Vendors.
Actively fosters and engages in efforts to ensure a culture of collaboration and teamwork in Community's Leadership team and Vendor Management Team.
Assumes `positive intent' and actively and professionally engages with employees in the spirit of strengthening departmental collaborations and team building.
Promotes an environment of continuous learning, staff development, and performance improvement.
Continuously monitors or evaluates departmental processes to identify opportunities for improvement.
Establishes and maintains organizational standards for vendor oversight and monitoring across Community Health Choice to promote consistent, effective, and accountable third-party performance.

Partners with internal departments to address Vendor-related operational needs
Coordinates issue resolution across departments to support service continuity
Participates in process improvement initiatives related to Vendor oversight
Provides operational input to support Vendor performance improvements

QUALIFICATIONS:
Education/Specialized Training/Licensure:
Bachelor's degree in business or related field required.
Master's Degree preferred.
Work Experience (Years and Area):
Five (5) years of experience in the healthcare industry, preferably within a health plan or managed care environment
Management Experience (Years and Area): Two (2) years of supervisory required.
Two (2) years of supervisory, vendor management, or project leadership experience preferred.
