Sr. Strategic HRBP

' Medicaid State of Texas Access Reform (STAR) program for low-income children and pregnant women

' Children's Health Insurance Program (CHIP) for the children of low-income parents, which includes CHIP Perinatal benefits for unborn children of pregnant women who do not qualify for Medicaid STAR

' Health Insurance Marketplace Plans that offer individual health coverage that includes preventive care, emergency services, prescription drugs, and hospitalization available to all, regardless of pre-existing conditions.

' Community Health Choice (HMO D-SNP), a Medicare Advantage Dual Special Needs plan for people with both Medicare and Medicaid that combines Medicare Part A and Part B benefits, Medicare Part D prescription drug coverage, and Medicaid benefits with additional health benefits like dental, vision, transportation, and more.

JOB SUMMARY
The Senior Strategic HR Business Partner (Sr. Strategic HRBP) serves as a strategic advisor and thought partner to leaders across Community Health Choice, guiding workforce strategy, organizational planning, and talent optimization. Leveraging advanced HR expertise, business acumen, and data-driven insights, the Sr. HRBP anticipates workforce needs, identifies emerging risks and opportunities, and shapes comprehensive people strategies that support Communitys operational and strategic objectives.

The Sr. Strategic HRBP collaborates closely with HR Centers of Excellence, HRIS, and executive leadership to interpret workforce metrics, design and implement organizational effectiveness initiatives, and drive high-impact leadership development and engagement strategies. This role ensures strong alignment between talent practices, organizational health, and Communitys mission, values, and commitment to an excellent employee experience.

JOB SPECIFICATIONS AND CORE COMPETENCIES
Strategic HR Consulting & Executive Advising
Serve as a senior advisor to leaders, aligning talent strategies with organizational goals.
Lead complex organizational planning, workforce restructuring, and strategic transformation initiatives.
Influence executive decision-making through expert guidance, workforce insights, and strong business acumen.

Organizational Effectiveness, Change Leadership & Workforce Analytics
Assess department structures, workloads, and performance trends to recommend strategic improvements.
Design and implement change management plans to support organizational shifts and enhance adaptability.
Collaborate with HRIS to analyze workforce data, validate accuracy, and translate insights into recommendations.

Workplace Culture, Employee Experience & Engagement Strategy
Lead initiatives that promote belonging, collaboration, and alignment with Communitys values.
Partner with leaders to address culture gaps, strengthen communication channels, and enhance engagement.
Oversee strategic programs that elevate employee experience and drive organizational health.

Talent Strategy, Leadership Development & Performance Optimization
Advise leaders on talent pipeline health, skill readiness, and succession planning priorities.
Collaborate with HR COEs to align recruitment, development, and performance processes with business needs.
Coach leaders on performance management, difficult conversations, and building high-performing teams.

Other Duties as Assigned
Support cross-functional projects, department initiatives, and HR-led organizational priorities.
Contribute to continuous improvement across HR systems, processes, and service delivery.


QUALIFICATIONS: 
Education/Specialized Training/Licensure: Bachelor's Degree in Human Resources, Business or related field required.

PHR or SHRM-CP preferred

Work Experience (Years and Area): Six (6) years of progressively responsible HR experience with at least five (5) years in an HR Business Partner or equivalent level consultative HR role. 

Equivalent: senior consultative HR roles include Senior HR Generalist, Senior HR Consultant, Employee Relations Lead, or HR Manager roles with strategic advisory responsibilities; Administrative HR roles, payroll-only, benefits-only, or recruitment-only roles are not considered equivalent.

Management Experience (Years and Area): Microsoft Office (Word, Outlook, Excel) 

Software Proficiencies: Exceptional customer service skills, good written and verbal communications abilities. Strong organizational skills; ability to manage multiple priorities. Ability to function effectively in a team-based environment as well as to work independently. Strong Microsoft Office Skills including Excel. Significant interest in developing as a Human Resources Professional.
