Job Summary

Leads the development and implementation of Harris Health's federal, state, and local government relations strategy. Maintains and cultivates positive relationships with federal, state, and local elected officials and regulatory agency personnel. Maintains and cultivates positive relationships with federal, state, and local advocacy groups that promotes the interests of Harris Health. Maintains and cultivates positive relationships with other Harris Health leaders. Communicates legislative and regulatory issues posing risk to Harris Health's interests. Evaluates and develops proposals and strategies related to legislative issues facing Harris Health. Monitors federal, state, and local legislative and regulatory developments and regularly reports to Harris Health senior leadership and any other affected personnel. 

Minimum Qualifications

Degrees:  
a) Master's degree preferred at time of hire. If not held, the degree must be obtained within three years of the hire date. 
b) Juris Doctorate (JD) or Doctorate in Public Health, Public Administration/Public Policy or equivalent preferred 

Work Experience: 
a) Five (5) years of substantive legislative experience at the federal, state and/or local level; emphasis on federal and state. Substantive working knowledge of the federal, state, and local legislative and regulatory processes. Superior interpersonal, written and presentation skills successfully applied in public policy advocacy and negotiation. Ability to engender trust and influence outcomes. Ability to build productive relationships among numerous and diverse organizations. Ability to conduct legal research and evaluate legislative history to propose legislative and regulatory strategies. Ability to work collaboratively with various Harris Health departments including Compliance and Legal to develop and implement strategies and to proactively respond to new or changed legislation and regulations. Ability to manage multiple projects in an ever-changing legislative and regulatory environment.
