Job Summary:

Harris Health System recognizes that there exists a disparity in its contracting with businesses owned by historically disadvantaged persons and seeks to address such disparity through its MWBE Contracting Diversity Program. The MWBE Contracting Diversity Program is part of Harris Health's enterprise-wide contract administration team with DEI integration and works to ensure full participation of diversity vendors and remove barriers preventing diversity vendor participation in its contracting.
The Admin Director, Contracting Diversity, is responsible for all aspects of the success of the Harris Health system-wide Vendor Diversity programs and relevant policies. The position reports directly to the EVP, Chief Strategy Officer, who has executive level oversight for Contracting functions at Harris Health. The Admin Director will have a matrixed reporting to the VP, Chief Diversity Officer. The Admin Director makes key strategic decisions, in concert with executive leadership, regarding the MWBE Contract Diversity programming and relevant policies, operations and processes, and oversees the daily operations and designated staff in support of those programs, directs outreach and education both internally and externally, structures and manages data/reporting, software applications, and identifies and executes sourcing opportunities and methods.  The position also provides reports to internal and executive oversight bodies, including Harris Health's Board of Trustees and the Diversity Executive Advisory Council.              
Further, the Admin Director engages with internal stakeholders to identify and forecast sourcing opportunities, analyze such opportunities for diversity vendor participation and develop strategies for maximizing MWBE Contract Diversity opportunities. The Admin Director makes administrative decisions, establishes and maintains reporting dashboards, drafts reports to Harris Health's Board of Trustees, and executive leadership, and should also directly coordinate and interface with the Harris County Department of Economic Equity and Opportunity. The Admin Director also attends external events, designs and produces internal events, promotes vendor partnerships, develops annual system-wide goal plans, ensures utilization and good business practices with Diversity Vendors, and ensures procurement processes meet policy goals.

Minimum Qualifications:

Degree:
a.) Bachelors: Business Administration, Computer Science, Management, Communications or other related discipline from an accredited college or university.
b.) Masters (Preferred): Government, Business Administration, Public Administration, Economics, External Communications, or relevant field.

Work Experience:
10 Years of Experience In diversity & inclusion, MWBE Outreach, or MWBE program administration, with at least 6 years in supplier, government procurement, information processing, contract management, program management, systems development or related activity in a large governmental agency, hospital or health care facility

Management Experience:
7 Years of Experience in Supervisory/Management or program management

Communication Skills:
Above average Verbal Communication (Heavy Public Contact), Exceptional Verbal (Public Speaking), Writing/ Correspondence, Writing/ Reports

Work Schedule: Flexible

Other Special Requirements:
1) Will need strong negotiation and influencing skills.
2) Will also need to educate/assist the vendor community in the inner-workings of county-supported procurement systems and how to bid for projects.                                                      
3) Will need to skillfully liaise with contract owners, legal, contract mgt., and purchasing team regarding effective program usage, vendor concerns, and overall effectiveness considerations.                                           
4) Will be responsible for regular board presentations and discussions with executive leadership.                                                   
5) Critical thinking skills are a must.
