Job Summary
The Administrative Director, Inpatient Care Management, reports to the Vice President, System Care Management, with indirect reporting to Pavilion leadership and is responsible for leading and overseeing all clinical and administrative Care Management functions within the assigned Pavilion. This role will serve as an expert resource in inpatient care management and transitions of care and will provide leadership for the Pavilion's Inpatient Care Management team, including nurse case managers, social workers, and utilization review nurses.

This role requires a strong clinical background and robust experience in the clinical issues, critical thinking, and rapid decision making that arise during acute patient care. Specifically, this role requires an extensive knowledge base of hands-on and educational experiences in the clinical considerations associated with acute care transitions, including the ability to dialogue with clinical care team members and advocate for patient care at the right level at the right time. This position will also provide clinical oversight of the Pavilion's utilization review team, ensuring observation and medical necessity reviews are completed in an accurate and timely manner, that intensity of service recommendations are conveyed to physicians to drive financial throughput.

This role will champion inpatient care management operations, leading collaborative initiatives at the Pavilions based on clinical care management best practices, incorporating lean change management tools and standard work to improve patient care, satisfaction, and outcomes and support the organization's strategic plan. This role will partner in care management with stakeholders across the system, including, but not limited to, inpatient care management operations at partner Pavilions, Outsourced Medical Services, ambulatory care management, as well as clinical, operational, and business partners across the regional healthcare systems and community. As a system leader and care management expert, this role will have high visibility and accountability to executive health system leadership, physicians, and care team members and will be expected to quickly acclimate to the Harris Health System family by establishing relationships, proactively identifying needs, influencing decision making, implementing innovative and transformative change, monitoring outcomes, and demonstrating exceptional team building and communication skills.

In the course of overseeing daily operations, this role will be responsible for leveraging information technology and data for monitoring and reporting on budget, staffing, and key performance goals, and will use data-driven decision making to optimize workflows and improve throughput. As a leader, this role will lead with proactive thinking, the ability to build relationships, and lead with confidence, empathy, and integrity to build a team-oriented collaborative culture focused on patient care through appropriate resource utilization across the continuum of care. They will need to foster connections with community resources, and build transformation teams that focus on disease-specific education and care coordination to ensure successful transitions, reduce readmissions, promote appropriate length of stay, improve patient throughput, and positively affect patient outcomes and satisfaction.

Minimum Qualifications

Degrees:
Graduation from an accredited School of Nursing with a Master's degree in Nursing or related field (Healthcare Administration, Business Administration, or Public Administration) required. Holds at least one (1) of the following in Nursing: Bachelors, Masters, or Doctoral degree.

License & Certification:
Licensed to practice professional nursing in the state of Texas.
Accredited Case Manager certification in administration to be completed within two (2) years if not held at the time of appointment.

Work Experience: Ten (10) years of clinical area of practice including past experience in a challenging healthcare environment required. Medical/Surgical and/or ICU experience preferred.

Management Experience: Seven (7) years of progressive management/leadership experience is required. Hospital leadership experience in a complex health system managing multiple departments or facilities preferred. Specific experience in managing Care Management in acute care settings to include care coordination, utilization management, transition planning, and social work preferred.
