The Business Equity Analyst is a member of Contractor Diversity team at the Harris Health System's Contract Administration division. As part of the Contractor Diversity team, the Contractor Diversity Program ensures Harris Health System's contracts fairly benefit and include women, minority and other disadvantaged businesses. The Business Equity Analyst is responsible for developing, implementing, and maintaining quantitative and qualitative data management and analysis programs, projects, methodologies, visualizations, data portals, web pages, dashboards, and tools to provide management with insights into Harris Health System's M/WBE population and utilization. This analysis will be used to inform Harris Health System's leadership and the public about M/WBE utilization and assist with decision making related to community outreach and trainings, developing programs and partnerships, and working one-on-one with firms under the Minority- and Women-owned Business Enterprise program.


a) Bachelors: in Computer Science, Data Science, Management Information Science, Mathematics, Economics, Political Science, Public Policy or other related field

Work Experience:
a) 5 Years of Experience: Data analytics and research
b) 3 Years of Experience: Experience in metric design, managing to key performance indicators, and outcome evaluation. (Preferred)
c) 2 Years of Experience: Project Management (Preferred)
d) 1 Years of Experience: Manage large data sets (Preferred)
e) 2 Years of Experience: Database, website development, and data visualization tools such as Power BI, Python, C#/VB.Net, Visual Studio .Net, SQL Server, JQuery, JSON, or LINQ.

d) Exceptional Verbal (Public Speaking): Gives presentations and trainings to groups ranging from 10-300+.

Knowledge/ Skills/ Abilities:
A) Analytical:
1) Ability to interpret, enforce and develop tools on the rules, regulation and legal interpretations related to MWBE & DBE programs
2) Requires verbal communication skills, with proficiency in written communication that is grammatically correct and experience in producing content for publication preferred.
3) Ability to understand the objectives of a strategic plan and manage self and team members to accomplishing those objectives.
4) Ability to handle highly sensitive and confidential information at all times.
5) Ability to work independently with limited supervision, relative autonomy, and general review.
6) Ability to identify problem areas and develop solutions/corrective measures, for ad-hoc situations and continual program improvement
7) Read/comprehend legal contracts and regulatory materials, and create/adapt forms and other program materials.
