JOB SUMMARY:
The Senior Cost Manager will provide cost management monitoring and reporting for projects under the Harris Health $2.9-billion Strategic Capital Plan. Reporting to the Director of Project Controls, this will include management of internal and external resources on a program level required for tracking all project estimates, budgets, purchase orders, commitments, contract values, change orders, contingency usage, cash flows and cost forecasting. The Senior Cost Manager is responsible for coordinating and overseeing outside vendors on assigned projects from implementation to completion, ensuring that all projects completed are in compliance with Harris County Purchasing Policies, ICRA (Infection Control Risk Assessment) Policies, City Building Codes, DNV, TDLR (Texas Department of Licensing and Regulation), DSHS (Department of State Health Services) and other applicable Harris Health System policies. The Senior Cost Manager will monitor and track all costs through initiation, planning, funding, programming, pre-design, construction, equipment and furniture selection and procurement, design, pricing/purchasing, installation, occupancy, and project closeout. Manages internal and external relationships through effective communication and demonstrates a high-quality work ethic by exhibiting a professional attitude, honesty, and integrity. Leads and participates in a collaborative team environment to achieve the best possible outcomes. Works closely with internal and outsourced project managers to coordinate forecasting, reporting and budget updates, change orders that impact the budget.
 

MINIMUM QUALIFICATIONS:
1. Education/Specialized Training/Licensure: Bachelor Degree and/or PMP preferred
2. Work Experience :  8-10 years in Healthcare-Design/Construction Administration           
3. Management Experience (Years and Area): 5 years of Project Management                   
4. Equipment Operated:  Plotters, Computer, Scanners, A/E tools (i.e. AuotCAD, Microsoft Project, etc.), Project Management Software, etc.

        Bachelors Degree Major: Architectural or Construction Management, or related technical degree; PMP preferred
4. Other Requirements: Travel between Harris Health facilities
5.  Work Schedule: Eligible for Telecommute
