Data Governance Analyst

• Medicaid State of Texas Access Reform (STAR) program for low-income children and pregnant women

• Children’s Health Insurance Program (CHIP) for the children of low-income parents, which includes CHIP Perinatal benefits for unborn children of pregnant women who do not qualify for Medicaid STAR

• Health Insurance Marketplace Plans that offer individual health coverage that includes preventive care, emergency services, prescription drugs, and hospitalization available to all, regardless of pre-existing conditions.

JOB SUMMARY 
The Data Governance Analyst supports the design and implementation of date governance practice to ensure quality, integrity and compliance across Community Health Choice. This role collaborates with business and IT teams to manage metadata, maintain data dictionaries, and enforce governance policies.
Utilizing tools like Power BI, SQL, and enterprise data catalogs, the Analyst tracks key metrics, drives data stewardship, and promotes data literacy. By strengthening data accountability and operational consistency, this position enables informed decision-making, risk reduction, and improved organizational performance.

JOB SPECIFICATIONS AND CORE COMPETENCIES
Metadata & Data Quality Enablement
Ensure consistent ingestion, stewardship, and enrichment of metadata into the enterprise data catalog.
Enforce metadata quality standards and validate completeness, accuracy, and consistency across data glossary terms, ownership, and technical metadata.
 

Data Governance Policies and Procedures
Assist in developing policies and procedures.
Work with Compliance Team to adhere to CHC's Policy and Procedures standards.
 

Data Dictionary & Stewardship Operations
Maintain business and enterprise data dictionaries per CHC standards.
Support data stewardship and data mapping for critical data elements for various data domains.
 

Data Governance Scorecards, Dashboards & Value Realization
Maintain DG maturity scorecards, KPIs/metrics, and operational dashboards.
Leverage visualization tools (Power BI) to track adoption, quality indicators, and impact.
Collaborate with business partners to document value outcomes, including efficiency, compliance, and risk reduction.
 

Data Governance Enablement & Communications
Deliver training and communications to reinforce data governance standards, roles, and accountability expectations.
Support employee engagement sessions and onboarding to strengthen data literacy and ongoing alignment.
Actively contributes to the achievement of departmental goals including specific departmental process improvement plans, and other duties as assigned.
 

Required:
Education/Specialized Training/Licensure: 
Bachelor's degree in information management, Data Science, Business Administration, or a related field required. 
Work Experience (Years and Area): 
5+ years of experience in enterprise data management, data governance, or data operations
Experience with enterprise data catalog tools 
Demonstrated experience in metadata management, data dictionary design, and stewardship frameworks
Strong understanding of data quality metrics, data lineage, and data lifecycle 
Proficient in SQL and data querying for analysis and data validation
Proven experience working cross-functionally in Agile/Scrum environments with excellent communication and stakeholder management skills
Software Proficiencies: Microsoft Office (Word, Excel, Access, and Outlook); Familiar with Power BI, SQL Skills, SQL Server required.

Preferred: 
Exposure to data governance ideally within a health plan, managed care organization (MCO) or payer environment preferred. 
Knowledge and technical skills using data governance tools and cloud platforms (Informatica, Collibra, Atlan, etc.) preferred.
