JOB SUMMARY:
The Procurement Senior Contracts Administrator is responsible for Community's Historically Underutilized Businesses (HUB)/Minority/Women Business Enterprises (MWBE) program.  The Procurement Senior Contracts Administrator is highly skilled, experienced, responsible for the most complex projects, and is fully capable of performing every facet of the competitive bid/Request for Proposal (RFP) procedure, as well as the less formal procurements procedures. The Procurement Senior Contracts Administrator is knowledgeable of all rules and regulations governing each purchasing process utilized by Community Health Choice. The Procurement Senior Contracts Administrator serves as a leader with advisory capacity in the procurement group and can work independently in managing the procurement process. 

JOB SPECIFICATIONS AND CORE COMPETENCIES:

Essential Functions
Oversee the development and quality of RFIs/RFPs to ensure compliance with required policies and procedures, minimize cost of ownership for procured goods and services, review negotiation, maintain contractual agreements including integrating HUB/MWBE participation and contract utilization
Oversee Historically Underutilized Businesses (HUB)/Minority/Women Business Enterprises (MWBE) program including HUB Subcontracting opportunities CHC Lines of Business as necessary
Oversee vendor performance and ensures RFPs and contracts have service level agreements and adequate HUB/MWBE participation to meet organizational goals
Prepare specifications describing product/service requirements with limited supervision and evaluate bid/RFP/RFQ responses and participate in the evaluation committee process
Monitor contracts and work with department for renewals, amendments, extensions, terminations and vendor to resolve any ongoing performance issues as necessary
Prepare clear and concise award recommendation letters for Community Health Choice leadership signature

Marginal Functions
Demonstrates Community Health Choice values, including trust, integrity, mutual respect, diversity, responsiveness and caring service
Assist Buyers and Senior Buyers with procedural questions
Process purchase orders and addenda for assigned projects
Coordinate and expedite preparation and execution of agreements with Community Health Choice legal, department and vendor
Participate in staff, departmental and vendor meetings as required


MINIMUM QUALIFICATIONS:

  • Education/Specialized Training/Licensure:  Bachelor's Degree Required
  • CPSM, CPPO, CPCM Preferred
  • Work Experience (Years and Area):  Six (6) years Procurement/Purchasing progressive experience required.  Public Procurement experience preferred
  • Management Experience (Years and Area):  None
  • Software Proficiencies: Word, Excel, Outlook and PowerPoint Required
  • Other: Excellent Analytical/Verbal /Written Skills required.
