JOB SUMMARY 
The Talent Attraction Partner II role will be making a difference through the acquisition of top talent. This is accomplished by providing the highest quality experience for both internal and external members. The Talent Attraction Partner II is responsible for developing consultative relationships with hiring managers across multiple business units to drive the full cycle recruitment process, to include requisition management, job posting content, sourcing, screening/interviewing, candidate offer/closing, and onboarding. This role is responsible for actively researching talent needs that reflect the strategic plan of the organization. 

JOB SPECIFICATIONS AND CORE COMPETENCIES
Collaborates with senior leaders, HR partners, business unit managers and others as appropriate to develop and implement a strategic talent acquisition plan to increase visibility within the hiring marketplace.

Sources, Screens/Interviews, tests and refers to a consistent flow of highly qualified healthcare professionals for employment in the most timely and efficient manner possible to maintain vacancy list in current status. Monitors the Pre-employment process to ensure successful completion of all requirements prior to New Hire start date.

Track and report on internal mobility metrics to measure the effectiveness of internal talent movement initiatives.

Proactively source, screen, and assess internal candidates for open positions within the organization.

Provide guidance and support to employees on internal job search, career pathing, and skill development opportunities.

Proactively identifies and communicates to the Dept Manager/Supervisor any potential or recurrent problems and/or new developments in recruitment.  Reacts to problems by identifying effective resolutions and plans accordingly to prevent future occurrences. 

Monitors and/or updates, on a day-to-day basis, new applicants within both internal (ATS) and external (marketing platform) tools to ensure effective communications with available internal applicants.
       a. Utilizes behavioral based interviewing techniques to thoroughly prescreen prospective candidates, prior to routing to hiring manager.
       b. Ensures that potential candidates meet the minimum requirements as outlined in the Job Description and ensures compliance with applicable organizational guidelines and policies surrounding the internal recruitment process.
      c. Identifies, develops and retains internal talent pipelines from the organizations existing talent, ensuring that we have readily available, deep pools of diverse talent to fill current and future needs.  

     d. Works with Compensation when necessary to coordinate appropriate compensation for candidates.
     e. Finalizes and extends job offers and oversees processing of candidates throughout the onboarding process.
     f. Ensures the candidates orientation, drug screen, background screen and any other job specific requirements are met. 
     g. Actively contributes to achievement of departmental goals, as identified in 
Departments annual business plan, including specific departmental process improvement plans.

MINIMUM QUALIFICATIONS: 
Education/Specialized Training/Licensure: Bachelors in behavioral sciences, HR, Health Care Administration or related field OR 4 years of commensurate professional work experience in lieu of a degree required.

HR related certification preferred (PHR, SPHR, SHRM-CP, SHRM-SCP or AIRS) preferred.

Work Experience (Years and Area): Five (5) years recruiting experience; preferably in a healthcare environment.  

Software Proficiencies: Microsoft Office (Word, Excel, Outlook, Zoom, MS Teams)

Other: 
Knowledge of employment law and regional and national recruitment trends.
Strong work ethic and ability to manage multiple and competing priorities.
High degree of independent decision making and problem-solving capability.
Strong computer skills including previous.
